my male cat (who is about 10 months old) has small teets (nipples) on his stomach, is this normal??

Male humans have nipples, don't they? Most mammals do.

Even my male chinchillas do.

all mammals, including humans, start off as females in the womb, and then either develop into males or remain female. Therefore all mammals, male or female, have teats. Your cat is not deformed!
