I'm not sure I understand your question...do you mean in a private individual's home? They sure can. However, ferrets have to be one of the hardest animals to breed since their heat/rut cycles are so dependent on photo periods (light cycles), and for other reasons. But, the answer is, yes they can be bred in someone's home. Also, keep in mind that 95% of the ferrets sold as pets are already spayed and neutered before being shipped to
pet stores, so finding a pair of intact (unrelated) ferrets can be difficult also
