resizing photos?

can anyone tell me how I could resize my photos without using paint? because I think that it makes the pic less clear and I dont know how to keep the white from being around it.

The only thing I know how to use is Adobe photoshop, sorry. If you want me to just resize them for you I can, just email em to me

I used paint, I keep the white out by pressing control W and changing the first two percentages from 100 to 50.
