Well theres a lot you need to know before a budgie will talk.
First of all, they have to trust you and have a bond with you to talk with you. A male will probablly talk where a female will probablly not...nor an older bonded male. They need to be healthy and comfortable to learn. Here are a few things you budgies will need...
1. A good diet. Seeds are not okay. Pellets and fresh veggies will help keep your bird healthy, and therfore more healthy and active. What do your budgies eat?
2. Space. A small cage will make a bird grumpy, depressed and irriatated. How big if your birds cage?
3. Entertainment. They need stimulation. That means different perches, toys, things to do. Rotate things a few times a year. Make sure they can make choices in food and toys and activities.
4. Companionship. If a budgie has another budgie friend, likley they will bond to it and not you, which means most likley not talk. However, a budgie on its own is a lonley budgie indeed without human contact.
I would work on finger training, not shoulder. Hold you hand inside the cage, patiently. Rest it on a perch for 10 minutes a few different times a day. You can offer millet from your hand. Just be patient, never chase him around. It will take time, but if you give time they will come around.
