Budgie, Lineolated Parakeet, or Cockatiel.

Budgie's are energetic, chatty and can learn to talk. They come in bright colors (and dull colors) and are perfectly fine hanging out with you. They are small, so the cage won't have to be quite so big, and they're, sad to say, pretty cheap.

Lineolated Parakeet's are harder to describe (not many people have them still) but they were used as multiple-species aviary birds before they were pets. They, too, are small but the birds themselves are very expensive.

Cockatiel's are laid back, cuddly, and full of personality. They usually don't talk, only whistle, and they aren't exactly the most energetic bird around. They are bigger so require a larger cage, but are readily available.

Budgie's tend to chatter nonstop, a quiet chatter but some people find it annoying. Linnie's have massive poops for such a small bird. Cockatiel's shed dust and dander and can be quite loud.

Honestly, though, YOU have to decide what you want in a pet bird and choose depending on that. I would highly suggest looking up what's available and what kind of personality you are looking for. Birds are also extremely difficult pets, they require special diets, lots of attention, expensive add-ons, and often lifestyle changes (No more perfume, non-stick pans, etc.).

Their are a crazy amount of birds in the pet trade. Rock Pebbler, Conure, Macaw, Budgerigar, Moustache Parakeet, Cockatoo, Finch, Canary, Pigeon, Myna, Toucan, Vasa, Lorikeet, Quaker, Lovebird, Poicephalus, etc. etc. etc. I could go on foooorever and that's not including the smaller denominations (mini-macaws and so forth).
