We cannot give medical advise. The cat needs to see a vet if it is visibly dehydrated and having a leg issue too.

Have you called your yet? For hydration you can try using water with a turkey baster or syringe. There are no guarantees. Most emergency vets will answer questions over the phone. Can you call someone to take you to the vet? This sounds like something you can't deal with on your own.

[edit] does your dad know what's going on? If not, you should tell him asap.

Can't you call dispatch and have them contact him for you? My dad was a police officer while I was growing up. If we ever had an emergency, we'd call dispatch and they'd get ahold of him. He could be tied up with something, you know... being a police officer keeps a person busy. If your cat is drinking that's a good sign. Try calling an emergency vet and explain to them that you're 17 and can't bring the cat in and ask if they can give you some advice to help him until your dad can be contacted. If the cat can't move around a lot, just keep water near him until you can get in contact with the vet.

He really does need to get to a vet and the sooner, the better. Dehydration and a leg issue combined at his age are very possibly not a simple thing. Keep water available to him and keep him warm, but get him to a vet. I wouldn't advise syringing water, as an animal can easily aspirate the water into their lungs.
