When it comes to turtles I'm a full advocate of total tank changes.... there's no easy way to get the urine out and a clear tank does not mean it's a clean tank. Trust me, those water changes are a heck of a lot easier than dealing with sick turtles.....

Are they by a window? Often times the sunlight will encourage healthy algae blooms which would result in a situation like you are speaking of.... if you can block the sunlight it may help....
Do they have the proper lighting on their tank? If so, it can also encourage the type of bloom you are describing.... Now we don't want to take the light away from the turtles because they need it...but we do want to take it away from the algae.... What I've done to resolve this is get a good set of timers that will let me turn the lights on and off throughout the day at different intervals....
Algae wakes up with the lights...grows...and goes to sleep when the light is turned off. Algae is a lot slower than turtles so it takes it longer to wake up and get ready to grow but it goes to sleep pretty fast.
If the light comes on at 8am and doesn't turn off until 8pm then the algea can begin waking up at 8am begin growing by 9am and grow all day long until 8pm.
IF, however, you turn the light on a 8am, off at 10am, back on at 11am, off at 3pm, back on at 4pm and off again at 8pm, you have totally ruined the day of algae because it can only grow about 7 hours a day rather than 12 and this will seriously hinder it's ability to have a full bloom..... It might be worth a shot to disrupt the amount of "solid time" the lights are on....
What size is the tank? What type of filtration are you using? My indoor tubs are using small pond filters with really strong pumps and that seems to help a ton... weekly changes are now monthly changes
