I am not sure if that would be possible because of the difference in humidity, but Im not an expert. Also the iguana could really hurt the tortoise because of thier difference in size if it became agressive. But your particular iguana could be more layed back so that might work.

No

It is a very bad idea to house a turtle with any other reptile.
Most of them bit everything they come near (eaven though they are herbivors), and this can cause wounds on your iguana.

Also you should never try to house animals that does not come from the same place in the wild.

I can't remember wich it is, but as far as I remember one of the animals can have a bacteria that is normal to their gut, but it is very harmful to the other animal.

i'm not even sure where russian tortoises are from, logically i would say russia but animal names aren't always logical, my other forum said no also for my ig would be far too aggressive. i wonder if they could free roam together, i don't have a tort but i would like one some day no time soon

Then make two different habitates for them

I wouldn't be afraid of the iguana hurting the turtle though, but I would fear for the iguana

General rule with reptiles is not to mix species. Especially species from completely different sides of the planet, with quite different habitat needs. Pet stores may do it all the time, but that's because they typically have fast turn over and don't really take the time to care about the long-term well being of the animals.

Russian tortoises are found throughout central Asia, from Afghanistan to China... including Russia.
