Black Eggs?

We dog sit for my parents dogs. 2 poodles, one tea cup and one mini. When they went home last time the mini now has what looks like little black eggs all over her. She has been washed repeatedly but they come back. I thought first - fleas, but aren't flea eggs white? Any ideas what this could be? My dog does not have anything on her, but I am worried what I have gotten those little dogs into!
