He Can! Absolutely! And the longer he's permitted to do so the better he'll get at it and hours will turn into days and this problem will become huge.
Apologize to the neighbors ahead of time if you think it's bothering them. Bring them some cookies and a card that explains what you are going to do and that you're doing it for both their and your sanity in the long term future.
In just a couple of days of being strict and firm about the problem you pup will learn the new rules. Giving in to the pup will only make him last longer.
The sooner you nip it the better.... unfortunately it's going to require some 'tough love' on both sides
