my neighbor's puppy

I am pretty irritated at my neighbors. They bought a puppy a few weeks ago and she's adorable. Well, the kennel they bought wasn't being latched right or something .... she kept getting out!! We took her over on several occasions and my mom nearly hit her one day.

We didn't see her again for a while and even thought they may have gotten rid of her based on a comment they made.

Two days ago, I saw a puppy that looked similar to her over at my neighbor's front porch. I called to her and she came running over full speed ... but she didn't have an ID tag so I couldn't be sure it was her. The neighbor who's porch she was on came out and asked if she was mine ... she'd been playing with her all afternoon.

I had a feeling it was Athena, so I took her across the street and it was.

This strikes me as totally irresponsible and WRONG. He said he'd let her out to go potty, then gone inside. "She just stays in the yard." I want to say something, but I don't know them very well and I'm afraid to. She's going to get hurt sooner or later. I know the ASPCA won't do anything because they're giving her shelter and food/water.

The poor thing needs love and attention, and owners that are responsible! Why don't they get one of those sticks in the grounds with the chain attached, then you can just open the door hook it to her collar, and let her run around the yard.
