I use Adobe Photoshop but you can also resize on Paint. It never turns out to good though.

I tried on paint and it turns it pure black and pure white. How do you do it on Adobe?

I save in JPEG format as close to 300 pixels as possible. That is what I was told by another member and it has worked everytime. Good Luck!  Can`t wait to see your baby!

On Adobe, It says it's not a supported file. I tried saving it as a JPG and a BMP.. I don't know whats wrong... I got some really cute pictures too!!

how are you trying to do it in Paint?
If you can open the file in Paint, then press control w and change it from 100 and 100 to 50 and 50.
Were you doing it another way?

I was in paint and I opened the file and at the top, I pressed Image>Sketch/Skew (Ctrl+W)
Which is the same thing. I was doing it before, and it stopped working for some reason.
