algae control and turtles


We have a small pond out back that was installed for Oscar's pleasure. Every year we get string algae, messy but dealable. This year we have free floating algae so badly I cannot even see the fish or Oscar unless they are within and inch of the top of the water.
We took everyone out last weekend drained the pond and cleaned it well. Guess what? It's just as bad now as it was last week.
I have used the barley hay but it hasn't done anything. I tried the pond clear that is supposed to gather particles and make them fall to the bottom -nothing. We cannot use algae fix because the bottle says not to use with invertebrates. I don't know what to do.
Any suggestions?
