Tetra Safe Start Issues - Paw Talk

So, I just added Tetra Safe Start to my 1.5 gallon tank that holds 2 African Dwarf Frogs. I now have white fuzzy things at the top of the water and fuzz accumulating on my rock in the aquarium. Is this normal or should I be concerned?

I am fairly new to all of this (obviously lol) and need someone's help and guidance.
