You're talking about a city in a country that has orphanages full of children desperately searching for homes because they only allow families to have one child. Does it really surprise you that they will now allow only one pet?
I'm not saying I agree. Just that I am not surprised. The article said only 3% of dogs are vaccinated against rabies. Seems to me it would make more sense to make rabies vaccinations required by law, then to say you can only have one dog. But, then again, it doesn't make sense to me that mothers have to put their child in an orphanage simply because they already had a child.
