Federal: Congress to Allow Sale and Slaughter of America's Wild Horses and Burros

A provision included in the Consolidated Appropriations bill passed by Congress last November requires the sale of certain wild free-roaming horses and burros, with no protection from going to slaughter. Up to 14,000 horses are affected. This provision was quietly added as a “rider” to this comprehensive budget bill at the last moment. It is sponsored by U.S. Senator Conrad Burns of Montana and is being referred to as the “Burns amendment.” The bill was signed by President Bush on December 8.
