This is the current stand on certain exotics in Texas:
In Sept. 2001, the following law HB 1362 went into effect.
It labeled certain animals as dangerous
wild animals and requires:
A Certificate of Registration for anyone who keeps, harbors,
transports, etc. the following animals.
Lion, tiger, ocelot, cougar, leopard, cheetah, jaguar, bobcat, lynx,
serval, caracal, hyena, bear, coyote, jackal, baboon, chimpanzee,
orangutan, gorilla or hybrid of any of the above.
The Certificate of registration must be obtained by the 'owner' from
the applicable individual county, municipality or the county sheriff
thereof if there is no agency. There are a few exceptions like
sanctuaries, circuses, zoos, movie production companies, etc.
To obtain the permit, you have to provide certain information,
photos, insurance, etc. for the Certificate.
I do not know of any other existing Texas state laws about specific
exotics other than those.
I do know that some counties/municipalities have regs against
constricting snakes, macropods, etc. I believe the Dallas area has
that in their laws.
