Your best bet would be to find a website for your
local shelter, SPCA, or Humane Society/Association. Usually these websites will have all pet/animal laws available for anyone to read through. If your small town doesn't have an SPCA or HS, try finding one for your entire county. Usually the animal/pet laws are specific for each county, although they're all generally the same. There may be some variances...like some counties do not have leash laws, but rather, they have "control" laws. A leash law will state that your dog must be on a leash at all times when outside of your property. Meanwhile, a "control" law will state your dog must be under your control at all times while outside of your property...meaning it can be leashed, or off-leash, as long as it can see/hear you and you can give it commands.
Unfortunately, I do not live in an area where I can legally let the dogs off-leash. Oh well...
