Absolutely NOT. Cats are extremely territorial. You don't put two strange cats in a room together. You keep them separated, while you exchange scents (such as by rubbing a shirt that smells like you on one cat then the other, back and forth, every day), and let them get used to the idea of one another through/under a door or a screen.
Then, after the new cat has been to the vet, you introduce them in a controlled situation and you don't leave them alone together until you are sure that they will not hurt one another.
I'm sorry Sky has this personality formed by her early abuse. I'm also glad you know better now. It's probably not too late to teach her not to attack you.
Do you play with her, with interactive toys? Keep a box of throw toys handy. When you see her get all wild eyed as you described, start throwing the toys for her to chase, instead. Distract her from what she is about to do, in other words.
Be sure to play games with her every day. Games such as, the throwing toys and chasing them, but also, string on a stick, where she chases and leaps and runs after something hanging off the end of a stick, as you drag it around.
