Where are you located? How many vets have you tried? You might have to drive quite a bit but she really needs vet care. Are there any bird or reptile vets? If so, call and explain your situation...sometimes vets for "exotics" like birds are more willing to see exotic mammals than traditional dog/cat vets. You would want to bring a book on degus if possible.

You can feed Critical Care (an Oxbow product) with a syringe. Most vets that treat rabbits and/or guinea pigs will carry it. Sometimes pet stores stock it, as well.
Edit: The first time I had an emergency with a degu, I was horrified to learn that the usual emergency vet who treats exotics wasn't there. Luckily, the vets were willing to read up on degus (quickly) and treat my girl. They were literally flipping through a book! So even if the vet isn't an expert they may be able to help and could at least give her fluids and possibly sell you some Critical Care or an equivalent.
