Mites or Allergy?

Ok,my sister wanted me to find out bout her hamster ~Button~...

Button has been scratching alot lately and is losing fur around his neck.I took a look at him and my conclusions were either an allergy or mites...any suggestions?

If he's losing fur, then it sounds to me that it's more likely to be mites, but to be honest I have no real experience with mites OR allergies in hamsters, which is why I didn't say anything at first. I base this opinion only on second-hand knowledge. She should probably take the little one to the vet. They should be able to tell for sure.
