Help!!! My Chin keeps having seizures!

I have two chins about a 1 1/2 years old. One of them, the runt of the litter, keeps having these weird stroke-like convulsions. Where he cringes his body and sometimes it looks like one side of his body is paralyzed. Sometimes it looks like he's twisting in a weird way. His ears lay completely flat to his head And afterward he is really shaken and scared. He tries to run/walk it off and has trouble moving about because part of his little body won't work. Usually this happens after we give him treats, which we have cut back on, but it's still happening. His stool is hard and dark, and we even give them adequate hay and water. We have taken him to the exotic animal vet before (which cost me a good 700$) and all they did is give us some meds for a week (vitamins, and either an antibiotic or probiotic) and didn't really give us any explanation of why he keeps acting like this. Help! Does he have diabetes or some kind of intestinal problems? I feel so helpless when he's doing that

As a retired vet tech, I can tell you the facts..any animal that has seizures, will die a horribly painful, long death without immediate veterinary attention. Seizures, convulsions...are an emergency.
