Unhappy Tail hair chewing!

Is it a sign of stress or boredom if a chinchilla chews their hair on their tail?

Can be both, or the tail can simply be itching.
You need to come with some more info, if you want some more specific help

Chins don't usually chew the fur on their tail unless there is pain or itching in that area. Is the chin removing fur from the tail?

Actually fur chewing can be seen on all parts of the chinchillas body. So it could just be a case of furchewing.

No it's been a year now and i think it's starting to grow back. I think it was because of itching probably lol but he seems ok now he's not chewing on it anymore.
