Unhappy PDs not getting along. Help!

I recently got a little prairie dog girl for a companion for my little boy, Charlie. Phoebe is her name, and I'm getting quite attached to her as well, but the two of them are NOT getting along. They are caged separately side by side, I try to take them out together every day (I take them to the bathroom, as it's neutral ground for them both), and they just don't get along. I'm at a loss! Charlie is the culprit, he always starts getting too rough, biting her too hard, hitting her, pouncing at her, is there anything I can do? Will it get better? It's been 3 weeks already. I never intended to have 2 cages, so this has been a bit of a hassle. I was hoping everything would just be lovely and work out perfectly, but that wasn't the case. Any suggestions? Please!!!
ps. the first time I put them together in the same cage (yes, I gave it a shot just to see), they seemed okay for a while. Just smelling eachother, grooming eachother, but then the girl (Phoebe) just won't leave my Charlie alone. It gets to the point where he is just irritated with her and starts to bite her. She just lies on her back and takes it, sometimes squeaks. This is when I remove her, as I don't want her to get hurt. ???

I've decided I'm going to rehome her, afterall. This just isn't working.
