Not sure what you mean. Why do you need him relaxed - to handle him? Or do you mean he is too noisy in his cage? If that is the case maybe he needs more exercise and outside cage time. Although mine are not caged and still make a lot of noise from time to time.

well its like when ever my dogs bark he is like attack bunny and he wont let anyone but me touch him, sometimes he even bites me..

Just when your dog barks? It sounds like the dog barking frightens him. When something spooks my rabbits I close the door to their room and dim the lights, I leave them alone and give them some quiet time to calm down and relax.

no it like even if the dogs walk he can hear them and he freaks. i let him sit on my chest and sometimes he calms

If it's mostly just triggered by the dog then I would say he is afraid of the dog. It makes sense - dogs are predators and rabbits are prey. Try giving him treats and praise at times when he can hear the dogs, associate the sounds of the dogs with something positive.
