Is he neutered?

Fixing them will greatly help litter box training along. You have to sweep all the buttons up and place them in the corner he pees in. The bunny buttons are his way of scoping out and claiming his territory. As for the peeing- place the box where he does it. Akina will still pee on my bed if I let her on it, so you have to implement designated zones. Good luck, this will take time and patience but never scold your bunny for peeing and pooping everywhere.

Then he needs to be neutered. He is hormonally marking, and it's very difficult to train most rabbits if they're not neutered.

Ditto what they said. Smudge used to have a huge problem with that, but he completely stopped marking once he was fixed.
