How to scratch a budgie (or any bird?)

So Beekle is now happy to let me scratch him but I'm not sure I'm doing it right. A book I have says gently push up against the lie of feathers but when I do that Beekle pulls away. Not sharply but he doesn't seem keen on it.

If I just rub back and forth at right angles to the feathers he seems much happier and even moves his head to help direct me where he needs it.

Unfortunately he also doesn't press back with head which often leads to me causing him to headbutt the lounge mirror. That doesn't seem to bother him much mind you. I suppose he does that by himself anyway
