A question about a lovebird

A few years ago my Mom found a lovebird in a tree. My family and I tried to find the owners but were unable to, so we've been taking care of him (or her) for about two years.

He has always seemed healthy except for a strange sort of choking thing he does. I don't think it is anything serious as he is able to eat and defecate normally and is very active when outside his cage (twice a week on average), but might it possibly be a sign of an early stage in something that is serious?

If anyone has dealt with anything like this before, or has any idea what the problem may be, please, any advice would be greatly appreciated.
