Ammonia, Nitrite, and Temperature are the most important parameters to check so I would test those. Low Nitrate doesn't mean much, Ammonia and Nitrite are the toxic ones.
As you know, that tank is pretty small. Are you allowed to maybe have at least a 2-gallon? That way you have 1 gallon per frog (not ideal but doable).
The light should be turned off at night but the heater can be left on 24-7 for heat.
Was the tank cycled first? Small tanks are notoriously unstable but hopefully this isn't a brand new tank?
