maybe bring him to a vet that specializes in reptiles and turtles

You need to take him to a reptile/exotics vet. There arent any stores that sell antibiotics for a URI- you have to get a prescription from a vet.
I dont have turtles, so I guess I wouldnt know for sure, but I dont think that warming up the water (unless you are talking about his basking spot?) will help. It can help fish fight off infections, but a URI is alot different.

Definitely get him to a vet. Also, what type of UVB bulb do you have? I ask because some people don't realize that they need a basking lamp and a UVB light. Some people also don't know there are different kinds.
