I know a few people who litter trained their dog. It's kind of popular around here since I live in the city, and a lot of people around here don't have yards that they can just let their dogs outside in.
Everyone I know uses it in addition to taking them outside. Basically the dogs are normally taken outside, but if the weather is too bad or something else makes it so you can't take them out as often as they might need than the dog can go inside in a litter box.
We live in an apartment with no yard so I have to take my dog outside on his leash numerous times a day. Not a big deal normally but there have been times during bad storms and such that it was hard walking him outside. I can see how litter box training would come in handy sometimes.
I tried it for awhile when our dog was young. We originally tried training him to use a litter box lined with pee pads and it didn't work out for us. It just confused him and made him think that it was okay to potty in the house. He didn't understand that he was only suppose to go in the box and instead he just went wherever he felt like it inside the house. After that disaster it took us way longer to train him to go outside again because oveously he had gone some time thinking that it was okay to go inside. He wasn't fully potty trained until he was about 8 months old and I believe the main reason is because of our original failed attempts at litter box training him.
So it doesn't work for all dogs. I'm sure it works for some, but it didn't work for mine.
And that is why I am the only crazy person in my neighborhood out walking my dog in hurricanes and blizzards
