Frightened cat wont come inside

I have two cats and they are inside-outside cats. Hershey is a male and easily frightened. Prissy is a female and she's not afraid of anything. I've been watching my friend's dog for about a month now. I still have two more weeks left. I thought Hershey would be okay for a short period but he's afraid of the dog because of her size. I havent seen Hershey in about 2 weeks and I've tried looking for him everyday. I do leave food outside so he can eat but he must be hiding in the neighbors bushes. My dad and I are moving in about a month and a half and Im going to be heartbroken if he doesnt show up. The next time I see him, we're just going to keep him inside. Im very worried about him. I didnt think about him when my friend asked me to watch her dog because it was last minute. I know it's my fault but could anyone give me some advice? The dog leaves in two weeks. Is it possible that my cat will show up afterwards? :(

someone may have picked up the cat and taken it to the shelter, it could have ran away. Have you seen him? Its best to keep your cats inside at all times unless you use a harness because they can get into trouble with other cats, dogs, birds, cars and people. it might show up but you should start looking at the shelters as well.
Cats are smart. He's probably watching from a distance, like you said. And when he feels it's been long enough that the dog hasn't shown up, he'll show up. :)

I've thought about that but Im not sure if anyone would be able to catch him. He's a very nervous cat and will run immediately if he sees a stranger come towards him. If I called a few shelters, would I ask specifically about any cats that were brought in?
you would give a discription of your cat, location that he left and when he left. they will tell you if any match
