I am not a pet owner yet but I am looking to possibly get a Lhasa Apso puppy. My problem is finding a reputable breeder who lives in New Jersey or close to New Jersey.

Hello and welcome from another newbie here !
Would you consider searching out some dog rescues or shelters in your area where they may have a Lhasa needing a good home? Some of them will even keep your name on a waiting list or let you foster a dog.
