Texas Brown Snake, Storeria dekayi texana. They're pretty common throughout most of Texas. They can vary in color from grey to brown, I've even seen orange ones. They eat worms, and other soft bodied things.

If it were an albino garter snake, the dark patterning on it would be pink in color.

Ah, there you go....my familiarity with US Ophids is less than ideal....tortoises and Boids are my forte.
