Training. How old are they? You need to get in contact with a positive reinforcement trainer (google Victoria Stillwell for the method) Rotts are big dogs and should be trained early to keep in check. Good luck!
also, inside how do you act with them? if you play wrestle and tug and things they will be riled up. Kongs and bones for quiet chewing and play times will keep them calmer. If you reward jumps with hugs and cuddles, and play rough with them they will think it is all great fun and keep doing it.
Someone else recommended a weighted backpack. I go running a lot, I don't usually bring them because its hard to do distance with two large dogs with me, but I am thinking about just doing a mile lap with the weighted backpacks and dropping them off before going back out.
Breeding and early training are important, later, exercise is what you need to work with. Such large breeds' joints aren't developed at a year. Limit running, jumping, and weighted backpacks until later. Walking and swimming are fine.
Exercise is important but I think it sounds like you really need to work a bit on training them. Even well exercised dogs can get themselves into trouble if they feel bored and where never trained how to behave. You need to stimulate their minds as well as their bodies, and the best way to do that is through training.
What exactly are they doing that keeps you from relaxing, and have you tried any training with them?
Just for example. I will be sitting on the couch and they will be in full standing position on the glass door barking at a cat or something. Getting them to shut up take a lot of effort. Lol. It is just little things like that. They aren't like aggressive or anything, just a pain in the butt.
then you need to distract them from the barking. Make a weird noise and give them a kong or rawhide or something that will entertain them. Keeping the blinds closed will help too if you catch them in the act you can tell them to stop but if they can bark when you are gone 90% of the time. and you correct them 10% of the time they won't understand.
you will actually train them as you run, you will pick where to go and when you turn and they will learn to listen to you and will enjoy running with your pack. After you are done running then you can do your sit and lay down training and so on.
