Some spotting prior to birth is normal...how is she acting? Can you see/feel the pups moving inside of her?

my pregnant rat is bleeding
20 minutes after doing a bed change (we are using paper towel) we noticed an inch and a half streak of "watered down" blood. Lyla is a little over 3 weeks pregnant and her ever growing belly feels hard in places. Is this normal??? Should I expect a liter and if so how long?

It's not urine, because I see urine spots on the paper towel that are blood free and not in the same spot. I'm pretty sure the blood is on it's own. It's not too much blood, just spots/lines here and there. Currently she's making a giant big paper towel nest. When should I see the vet if the rittens aren't born?
